Is it good bacteria? Will it pass?

Started this new tank about a year ago. Started with dry rock. Starting to have what to me looks like the start of some form of algae, but I’m really wondering if this is just part of a good bacterial growth on the rock and it shall pass soon.

0.3 Phosphate
Alk 7.8
Calc 515
Mag 1390
PH 7.5-8.3 throughout the day

I run no filter socks. I run a UV sterilizer as well as a refugium and protein skimmer. Not dosing carbon or GFO and I run a CO2 scrubber. Thanks for all the help like always.

It does look like brown algae if that is what your referring to .. Do you have any snails? If so do they make area's clean?
 
Nope same lights I’ve been using since set up. Only thing that has changed in my tank is the PH.
