is it Ich? Help identify and treatment

Today we woke up and found our Butterflyfish all covered in white spots.
We are freaking out - is it Ich? what do we do?

Fish was in quarantine for 2 weeks, treated with Reef Rally Pro and PraziPro. He was perfectly fine and yesterday we moved it to DT which was fishless for 4 month after we had Brooklinella outbreak.

Yesterday we moved Butterfly to DT and this morning he is covered with white dots.

Is it Ich? What do we do? We have no other fich, but some corals and snails in the tank.

looks like ich to me if you didnt treat him with copper in QT when you moved him from the QT to DT he probably was carrying it that whole time and the stress of the move brought it out
 
Looks like crypto. Reef Rally does nothing for crypto or velvet despite whatever they put on the label. Copper or Chloroquine are your only QT options for crypto/velvet.
 
Update a few hours later: instead of few clearly visible spots he appears kinda covered in something white (probably lots of white spots)

Following some advice here on forum we are doing freshwater dip, following Ref Rally Dip and then start Copper treatment tomorrow.

from those pictures it looks like marine velvet is he hiding from the light? swimming into the powerhead flow? not eating? breathing heavy

Now question is - what do do with the tank? I only have corals and few snails.
With this guy in QT - is there way to speed up tank clean up instead of waiting (76 days?).
Should be just strip down the tank and restart?

He ate alot today. Not swimming into powerhead flow. His mouth is open so I guess he is breathing heavily. Did not notice him hiding from light.
 
Update: he did not make it through the night. We found him dead in the morning. I did not know that ich or velvet kills that fast :(
 
That sucks, unfortunately, it is my understanding that oftentimes by the time you see velvet it's pretty much too late.
