Is it normal for bonded pair Tiger Gobies to be fighting?

I got a bonded pair of Tiger gobies from LiveAquaria two weeks ago.
After the first day, the bigger goby abuses the smaller one every hour.
The smaller one doesn't run to the other side of the tank though.
She just darts up and down as if she saw a ghost (ie. very frightened).

Is this normal behavior or did LA send me two male gobies?

They should be sifting next to each other almost constantly. Aggression should be minimal, if at all. If there is significant aggression, then you have 2 males, because IME with 2 females one will just transition without issue and you would still end up with a price.
