Can't think of any reason why you can't dip it to be honest, although I'm not a fan of rx myself.

The only thing I believe you can't dip are anemones. Candy canes don't really have many pests so I don't think its necessary if you inspect it well

Dip away! Always dip everything except anemones as stated above. Better safe than sorry!
