Is it still cycling or is something else going on?

I have a 20 gal tall reef tank. I started the tank back in December. The water parameters are all at what they are suppose to be. Nitrites and nitrates are at 0 and ammonia. pH is 8.2 i have 3 chromis a scooter blenny crab and shrimp. I have an acan zoa frag recordia mushroom bubble coral frogspawn torch and hammer corals. I have done a 20% water change every week since january the water is cloudy and the class is always covered in a layer of slime. Is this still in the steps of Cycling or could it be something else?

Could be going through a baterial bloom how long has it been and did you already go through the diatom and green hair algae stages.
