Is it the ballast, bulb, or Apex EB8

So I recently have been given a lighting predicament. So presently I run (2) 250w 20k MH fixtures powered by (2) Hamilton M80 ballast. I also run (2) DIY T5 set ups. Both are controlled by my APEX (about 10 years old). I run my MH for 6 hours.

So a couple of months ago, noticed that one bulb would not power up until the 4 or 5 hour. The ballast felt warm. So I thought that it was the bulb. I tried to switch the fixtures from one ballast to the other and it powered the fixture fine. So then I thought that it might be the ballast. So I had to wait a week to contact Hamiltoon. by the end of that week, the ballast was running fine. A couple of weeks go by and then the same thing happened again. I contacted Hamilton and they suggested first to connect direct to a constant source (regular electrical outlet). I did and the ballast would not fire up the ballast. So back to Hamilton. After some correspondences, I am at the point that I might need to send me ballast back to Hamilton (at my cost of course. Nope, they are not heavy). So time has past and I notice that the other light is now acting up and the one light I had issues, is working fine.

This weekend, I plan to remove the existing bulbs and replace with the older bulbs to see if it will fire up. I also plan to connect it to a direct outlet.

So back to the logic and theory, if it was the APEX EB8, the ballast shouldn't power up, right? They shouldn't be warm to the touch. If it was the bulbs, they should fire up when changing ballasts, right? What am I missing? Changing out the whole fixture?

Try replacing the capacitor or ignitor in the ballasts first, that would be my first attempt before paying for shipping. Basically that's all that can go bad in a ballast. You can do some tests with a multimeter, but it can be dangerous if you don't know what you're doing. Replacing them is fairly safe (don't lick the capacitor terminals). You can search other places for similar capacities for the parts and they may be cheaper.
