It’s got some sort of stuff off it’s skin and it’s fins are sort of withered. Does he have fin Rot or something?

If you want someone to provide some feedback, the pic must be under white only light.

Turn up your white light and turn off you blue for the moment. Take a few good pictures, post them here. Then you can return to your normal lighting.

if he looks like he has labored breathing and is not active, It is a thing you will learn being a reef keeper, he doesn't look good my friend. from the looks of it, looks like down hill for the poor guy. do you have a UV sterilizer ? that can help your system from propagating diseases . sorry to see him in that shape
