Is my Light Adequate enough for my Rainbow Bubbletip Anemone

I've been keeping a Rain Bubble Tip Anemone for 2 years and he's been the same size ever he hasn't grown at all and I've felt like my light intensity is the culprit. So recently I added my old reef light to my 21" deep tank. Is this enough for my anemone? I'm using one Orbit Marine (Regular not pro) and an Eco LED Aquarium Light Zeiger Full Spectrum Fish/Reef Tank light (Some cheap LED light I got a while ago) should both of these light be adequate to help my anemone grow, I also had opened the window blinds near my tank to let direct sunlight shine onto the tank.
Also for the past years, I've been using only one Orbit Marine light. I only had softies so I never thought much about the light I used in my tank till now.

Current lights are not strong enough. I would highly recommend a new light. I can recommend some alternatives if you say what size your tank is. Just let me know!

Imo, nems don’t depend too much on light, unless it’s basically as high up as it can be on the aquascape then I’d recommend a new light. I also really encourage feeding your nem. Mine recently split into thirds because it was so large and it’s already back to its original size. Large chunks of silversides, mysis shrimp, scallops, frozen foods, anything meaty works. I feed mine daily and this is what she looks like.

Also, it wouldn't be a bad idea to rent a par meter if possible. I am not familiar with your second light.
