Yes, he is skinny enough to worry. Mandarins have a "point of no return" where they won't be able to recover. I don't think you are there quite yet, but I do think you need to act quickly.
Nutrimar ova was a miracle food for my Mandy. I highly suggest ordering some if you can't get it local. Also, you could try hatching live brine shrimp.

No, I wouldn't...he will just stress more being trapped and confined. You can spot feed the nutrimar, just turn off the flow and drop it near him. If the other fish are too grabby, a narrow vase can make a nice "diner" for it. Just make sure it's big enough for him but too small for most of your other fish.
With brine shrimp, you can broadcast feed...or try a feeder like this:

Also, grabbing a few live pod bottles to boost your tank population isn't a terrible idea.

Is this a recent photo? Says you took in on may 13th. That was over a month ago. And major hair algae problem and that rock looks too clean. Did you cycle this tank? Is this is a new tank?
