Is my new hammer infected?

I got this double head teal hammer from online retailer. It arrived today. But i noticed some receding at the bottom. And the hammer not fully extending. Does it need to be dipped with anti bacterial?

Or is it capable of healing on its own?

It doesn’t look too bad to me. It can’t hurt to give it a dip.
