Is my peppermint shrimp eating an asterina starfish?

Looks like it although it may just be picking off food that's stuck to it. If the starfish crawls off after it's dropped and the shrimp doesn't go after others then it's the latter.

Peppermint shrimp are scavengers for the most part. i had a couple eat up a RBTA that got chopped up in the powerhead once.... they did not survive, so I would not be surprised if it is plucking out parts of it....

Know this is an old thread but I just saw one of my peps (L. boggessi type) do the same thing. She looked like she was really trying to yank pieces off it. I didn't see the starfish when I came back to look like an hour later so I don't know if it waited out its assault and hid or if she managed to kill it.
