Its bubbling instead of just steady water coming threw it is this normal?

Yes, Looks like it is working good to me. It should not be constantly filling the cup but will fill with brown skimate as it is pushed over the top. It should be able adjustable so that you can skim more or less wet.

I have the valve lucened fully rn do u think I should tighten it or no? And thank u!
