Is my reactor working correctly?

So I just did a change in my bulk reef supply deluxe reactor and this time just added a. It more carbon/gfo mix than previously. When I started it all up it looks like water is trickling over the side but before it didn't look like this. Before I did the change the reactor just looked completely "full" of water and now it looks like it's coming over the sides. Is this correct for an upflow designed reactor?

That should be fine. the water pushing up inside the tube with the media in it.

Is carbon safe for corals? I thought I read somewhere that it was not safe. ?
