Is my salinity too low?

Depends. If you have corals, yes, if its just fish, then no its fine.
Your at 1.023, and its just a bit low for corals which should be kept at 1.025-1.027
You can raise it using higher SG tops offs until you get it up, won't take but a few top offs.
 
It's low. The easiest way may be to top of with some saltwater for a bit. You could go with a deluded mix if you want to be really careful. Make sure to keep testing though so you don't go the other direction and get the salinity too high.
 
ok so just to make sure I'm doing this right. I can use pre mixed water at 1.025 as my top off for a few days rather then plain old Rodi and close monitor until the tank reached 1.025
 
Also you could raise it when you do a water change as well :wink:

Just remember to do n it slow. Doing a huge jump = not a good think!!
