Long story short, my Acan has been shrivelled up for over a month now, only opening to feed. I’ve just done a dip, and nothing came from it. From the photo, can he be saved? What should I do? (Water parameters are fine)

Slow and steady wins the race!
When you say your water is fine, what does that mean? If it's still feeding there is hope.. If your not already, feed it very tiny amounts to each head when showing PE. I would make sure its in lower light and flow at this point.
