Is my tank cycled?

Been cycling my tank for 5 weeks with 2ppm amm and biospira. Was told by someone to do a 50% water change and that I could add fish. Just to double check I dosed 1ppm amm yesterday and these are my levels 22hrs after doing so. Is my tank cycled? First pic is yesterday and second pick is 22hrs after.

Yes just wanted to see after I dosed amm if levels are good, dont want to harm my new fish. Should I water change before adding fish?

I would not bother, unless it's the start of your regular maintenance plàn.
