Is my tank cycled?

I’m on day 10 with ammonia (API test) holding steady at .25. I had ammonia peak of 1.0-2.0. Nitrites are 8+ & nitrates are 40+. I have re-dosed ammonia up to 1.0+ and waiting to retest tomorrow night. I have dry rock, & live sand. AOI 26 gallon with porous bio balls and sponge media for filtration. 10 days just seems fast. I used microbacter7 with microbacter start xlm & ammonia chloride QuickStart. Any thoughts?
