Is my tank cycled?

So I have been cycling for about 10 weeks. I had my ammonia to zero, zero nitrite and nitrate. I went on vacation for a few weeks so I didn't do anything but have someone too it off. I tested yesterday and there is still zero nitrite and nitrate but ammonia looks like it might be slightly above 0 (API) I'm colorblind so it coulda been 0 but seemed closer to .25/.5.

If my tank were cycled wouldn't I see some nitrates?

All dry rock, used bacterial supplements to cycle and ultimately Fritz Turbo Start gave me the levels I wanted (or thought it was cycled). No lights have been on and there is only a slight fuzz algae present.

I was going to get a bunch of free fish and coral but now I'm skeptical.

Sure fire way is to add enough ammonia to raise your test level to 2ppm. Retest in 24hrs. Your tank should be able to process that down to zero in a day, if not faster. If the ammonia stays raised or your nitrites raise above zero, you aren't cycled. If ammonia and nitrites are zero, repeat the test for two more days and make sure they're still reading zero. Start adding fish.
