Set up a new 40 gallon cube last Sunday with live rock and live sand. Also added a bottle of dr tims as well. readings today were ammonia-0 nitrites-0 nitrates-5. Can I add fish now?

I would wait until you fight through the cycling process (1/2 months) like diatom and Cyano (don’t worry it’s coming) Do a 50% water change and add fish slowly. And that’s you rushing it.

All signs point to yes. If it was me I'd want to see it process some ammonia to see just how live that live rock is but that's just for personal confirmation.

we covered disease choice protocols in the other thread

which disease control option did you select

being ready for fish must include a plan for them not dying in 4 mos.
