i need something that floats and wanted to make sure there is nothing nasty in styrofoam that could leach anything harmful into the tank
 
To my believe it is.
In the wholesale they use styrofoam to float corals in bags as they won't get damaged by rolling around.
 
Short term, yes. Long term it will break down and leach chemicals. Consider sealed pvc pontoon style to float if you need a long term fix
