Is that diatoms appearing on my dries rocks and sand ?

How to deal with diatoms ?

Can I start to add a CUC ?

The tank is cycled but the nitrate are very high (about 100 ppm)

It certainly looks like diatoms. I am judging by the color. With nitrates at 100 ppm, I would think doing a series of large water changes before adding the CUC would be a good idea.

this tank is a direct mapping of yours, he hand cleaned/guided the rocks and relied on nothing else and featured the exact same type of growth, same scape and amount of live rocks and this tank above is maturing nicely as we see in recent posts. there are cuc members in the tank, but if they stand around all day not doing anything it wont matter, he's a hand guider. His rocks are like yours, they are maturing until coated in coralline, then that stuff wont be able to deposit because coralline will chemically beat it up.

your tank is in a pre maturation phase, post cycle.

We all go through it, perfectly normal. The tank has more ugly phases to come. Let it happen. Stay on top of regular water changes, don't overstock, don't over feed and all will eventually balance out. Patients is the key!
