Is the ich or sand

I don’t think it’s ich. It’s too fine to be ich. I also don’t think it’s velvet (which looks very much like that). If you look closely you can see a bit of separation between the specks and the skin suggesting that it’s sand. I can’t say for certain but I think it’s sand. He is breathing a bit fast but he also looks like he may just be spooked from the camera.
 
Don't they always breath fast being Hawkfish?
Hope it is just sand.
Have setup qt jic and to give him a respite from a dominant chromis who needs some time out to consider his attitude
I don't see that as being sand. See how there are spots on the fins themselves? That makes me think ich. The other diagnosis would be mucus plugs, but those arise from skin cells and you don't see them on fins like that.

The best way to diagnose this is to know the history of the spots - did they gradually grow in number, possibly coming and going at first? If so, that is probably ich. If the spots stay in the same place over days, it is more likely mucus.

Flukes don't create spots like that, but flame hawks are prone to flukes.
