Is the process the same as freshwater when it comes to adding water and fish?

Once I’m all set up with ricks and sand, is the process the same as freshwater before I add fish? Make sure everything’s at 0, make sure biological filtration is alive and kicking and then add fish?

I posted this in the aquascaping section but decided to post here as I feel it’s more appropriate here.
