Is the seal safe?

Set up a 265 gallon tank. Bought used. Tank holds water just fine. However I noticed this today? Needs there’s air in the seal? Would you think it’s safe? Want to make sure before I add livestock and coral

I've seen that before in tanks and it seems to be more common than we think.
It's tough to get a proper perspective of how big a area it is with a closeup.
But I would use the tank if it's just in the outer seal.

You do realize, I hope, that these kinds of questions are impossible to answer definitively. You don’t say what brand of tank. Given the size and black silicone, I’m going to assume a marineland 265. I ran one for about four years and mine had no material air bubbles in the structural seals; but, my 180 before that had tons of them and the tank was still going strong after 20 years. Thing to watch for is any changes in the size/location of air bubbles. If they do change as the tank fills it means the panels are ‘moving’ and that’d be a deal breaker for me.
