I noticed my 1 week old Dragonnet had some discolor and wasnt moving much. I caught him pretty easily and this is what he looks like.

My wife and I cant decide if something is wrong.

Hard to tell. These fish are very sensitive and sometimes just don't do well in captive environments. Dragonets are very resilient to parasites, so I think the best of course of action would be to leave him in your tank and make sure he has a lot of copepods and other microfauna to eat. Best of luck!

Would it be a good idea to put him in my sumps refugium . Its around 15 gallon stuffed with chateo and pods?

Did you notice the discoloration at night by chance? Mandarins produce a coat at night that makes them look as if they are sick and have no color. The fish looks fine to me, I'd leave him be.
Yes actually it was at night when i noticed. Good to know thanks.
