Looks very close to Oppm to me.

Should I still do a water change? This is my nitrate also

Depends on the tank. Is it a fish only tank?

Oh and of all the threads made you haven't tested phosphates

Do water change with RODI to get rid of some of your nitrates.

As for Ammonia, test every day to watch it. If it swings again, just use a little dechlorinate.

Looks good. But after about six months watch your test kit. because mine was six months old and showing my nitrates where 20ppm and after doing a water change my test was still 20ppm. So I let my LFS test my water and turns out my nitrates where 0ppm.
