Is this a baby shrimp?

I just found this tiny guy hiding in one of my empty hermit shells during a water change. I took him out while I figure out what it is. It almost looks like a shrimp to me but I only have 1 pistol shrimp in my tank. I tried to get good pictures but it was hard with it moving. I got video if needed, but it won't let me post it. Any help is appreciated! TIA!
