I'm leaning more filament.It's certainly a Paracheilinus and not a C. lubbocki.
It is mostly resemblant of C. cyaneus, but I cannot rule out P. filamentosus. A picture with the fins out is needed to be certain.
The prominant stripe under and originating from the eye, along with what appears to be 7-8+ dorsal filaments, is why I say cyaneus right now. But it still could be either.I'm leaning more filament.
