I decided to scrub it off and dip the plug just to be safe please let me know if this a dangerous pest
 
If you're talking about the spiral guys on the frag stem -- looks like spirorbid worms = no issue (filter feeders)
No I’m talking about those zoas looking things
 
If using your phone to take the pic, maybe try focusing on that portion (tapping, usually), but they could be spirorbids in a greyish color or maybe they're collonista snails.

Do they move or extend at all when observed for a bit?
 
Hard to say. Looks like maybe just some algae? Personally I replug all my corals after dipping.

They extent, they look like a feather duster but I doubt it’s a duster
