Does it open up and then close up quickly? On a rock I assume?
If so, likely a fan worm. Hard to see clearly, but that's my guess given what we have to work with...
If it's a fan worm, not a pest. Hitchhiker that's harmless...

Those dont look like tentacles so it's probably a filter feeding worm.
