I bought some velcro up to 15lbs, and i mounted my uv on a composite board + heavy duty hooks. Would that hold? Waterbox told me no drilling hooks through the stand. Or it would violate the warranty. Even waterbox told me to velcro it.

Is this a bad idea?

i would go overboard with the velcro strips, but even then i would still be paranoid. it looks solid, i’m just speaking from avoiding issues later down the road when the velcro may start sagging from the glue getting old from the moisture
 
I don't know how heavy your UV is, but I use the Velcro strips to mount my powerbars/surge protectors. You should be fine but check them every day or 2 at first to make sure the moisture doesn't weaken the adhesive
Theres no options for me out there at all. Either i mount it outside and i have to 4-5 feet tubing to the tank or idk what to do. Not really fan of it.
 
I used the heavy duty velcro to mount a back battery which is at least 10 pounds or more and no issues holding it.
 
Could you glue the composite board to the box without violating the warranty? You could then drill into the board
