Is this algae a problem? (And other noob questions)

I kept my 10 gal for 16 months or so before upgrading to a 40 gal. I left it dry but rocks and sand stayed in for about a week before I worried about my clean up crew getting enough to eat in a new tank. When one of my snails that I had since the beginning kept falling off the glass I refilled the 10 gal and put her back in. She didn’t make it but I later transferred my other turbo snail into the 10 and added another for him. All that to say, is this dark green algae on the rock on the left an issue? I can toss the rock, I still have a fair amount of growth on the back wall and my rock on the right looks good. Any help appreciated!

I probably put my guys in to the new tank too early. How do you know when to add snails & conch? My tiger conch is in the new tank and seems active. Not sure if he is getting enough though?

Note- new tank was started 10/27 and looks good but I don’t see any noticeable algae other than a light dusting of diatoms.
