Is this bubble algae?

Yes that’s what it looks like. Manually remove as much as you can and or get a emerald crab to munch on it.
 
Yes, it is definitely Valonia. Manual removal is probably your best bet as I've had emerald crabs ignore the algae and head for other, tastier items in my tank :(
 
If I was to add a emerald crab would it try to kill my fire shrimp? or my pistol shrimp..? Unfortunately must've been on a frag plug and I could pull some of them out but they would only grow back and some are so small to grab I think the crab could only grab it..

Emerald crabs are hit and miss. Some will eat bubble algae and some never do. Some will never bother anything in your tank while some kill everything.

I would just pull the frag out of the tank and remove the bubble algae. I'd also wash that area off before placing it back in the tank.
 
But then I would have to pull the rock out because it looks like some bubbles are forming on there also.... Just sucks to move all the rock around :(
