Is this chalice a goner?

It may recover if in tank with the right parameters and lighting. Have you tested your parameters, particularly salinity, temp, alkalinity and nitrates? Did it decline in its current tank or come to you that way?
 
Maybe, lps often stn then stop when conditions improve but take a very long time to heal and start growing again. It appears by the coloration and placement that this is likely getting way too much light. If it were mine I would stick it in a low light area and forget about it for a while. One day down the road while cleaning you may come across it and find it growing and looking great, maybe not. But if you leave it where it's at it will more than likely be skeleton in a week or so. Pick a low flow low light area that traps a bunch of food and detritus. And forget about it.
 
Yeah , that chalice is def on it’s way out. You’re not giving us much info about it though.

Coral care is simply not winging it. You are not going to be successful without research. Besides water parameters, there’s pests, , coral nutrition , flow and lighting demands.

My parameters are on spot other than my phosphate which is a bit to high. What would you think that green thing is.
 
It doesn't look good but I don't think it's dead yet. The pic is a bit blurry but it looks like it still has tissue. What are your water parameters? You may want to consider an iodine dip
 
I posted in your other thread, looks like a leptoseris that is under to much light. The green is algae growing on the dead part of the coral. I would lower the coral to the bottom of the tank and you might have to frag off health pieces.
