Is this Cyano or Dino

I believe my tank is in the early stages of an outbreak. I see bubbles on the sand and rocks, and some brown algae when the lights are on that seems less when they are off. I am trying to say ahead of the curve but I am having trouble ID'ing the algae. The problem is I do not have much of it to test with. I tried the peroxide test and didn't see any bubbles. Next I took a look at it under a hand held 120x scope. while looking at it in the scope I saw a very small bubble form.

I periodically use a bag of carbon to clear the water when needed. no longer than 2 weeks at a time.
filter floss is changed every two weeks
PO4 was at 0.06 but has been at 0 for the last two weeks (not sure why I feel like I feed a lot)
nitrates have been climbing the last two weeks from 7 to now its at 11

Aug  1st 2018 - Added first fish (2 clowns 1-1.5")
Sept 9th 2018 - Noticed the algae starting to grow on sand and rocks
 
From your images I don't think so. How old is your tank . New tanks go through different stages. New tank uglies .
 
It looks like cyanobacteria and diatoms there, although a higher magnification image would be helpful. I don't see any dinos in those photos.

diatoms again? I was running my lights at 25% and recently bumped it up to 75%. could the more intense lighting cause another diatom outbreak?

Well, they are photosynthetic, so more light could be a factor. Silica in the water is usually the bigger issue for diatoms, though. Are you using RODI water for everything and if so, are you sure your RODI filter system is working well? Silica tends to break through pretty easily, sometimes even with otherwise properly functioning RODI equipment.

It's hard to tell from those pix though if diatoms are the major issue or if they just happen to be there and aren't really the problem; small levels of diatoms are common in many tanks.
 
I am using RODI. My output just started showing 1 on the TDS so I just ordered a replacement DI cartage today.

Looks like mild cyano. I'd do water changes with sand vacuuming to manually remove the cyano and also reduce your nitrate level. Good idea replacing your DI resin. Also if you're dosing any amino acids, I would stop or at least pause that until it clears up.
