Is this cyano?

I've been trying to figure this algea out. I have been thinking that it is cyano, bit no matter what I do flow wise, lighting it seems to exist still. I've cut back on the amount I feed and my chaeto is growing pretty well. Skimmer is skimmer and corals seem happy. I am working on my calc, alk, and mag. Going to be checking my phosphates and nitrates today again, but they have always been pretty low. Black outs work for a little while but seems to come back worse than it was before. Lighting is 3 maxspect razor 130 watts with 2 hours of peak at 80 percent blues and 60 percent whites. Supplimental t5 bulbs, true actics from 9 am to 6 pm with blue plus from 11 to 2. Bulbs about 4 months old.

I can try and get better pictures if needed, I am trying to learn how to take better pictures.

Trying to follow the tips and tricks as laid out here. I will keep reading on the forums trying to find people's experiences. I am pretty certian it was an over feeding issue that has turned into this, I've just never really had to battle with it too much before.
