Is this Cyanobacteria?

Its easy to tell--- if you put yoru hand in the tank - can it easily be blown off? If so - yes it is. Beyond this its just guessing IMO
 
It's either cyano or spirulina. Get a piece of the mat and put in some tank water with 2-3 cc H2O2 and see what it looks like in a few hours. If it balls up and the water turns pink it's cyano, if not likely spirulina.

What kits you use for po4? Am trying to understand if indeed your po4 is zero while no3 is so high...if that's the case I would recommend you bring down your no3 to 1 or lower, and bring up your po4 a bit so it's not zero.

Just keep in mind without understanding your system fully, it's hard to give advices.

Of course not.
Seaweed and dru food are rich with po4. More reason for me to ask about your test kits.

Tank - went up in November or 2018. Didn't start populating with livestock until Mid-january.

Add a high quality carbon. Best if in reactor
I am almost sure your po4 is not zero, but I cannot advice to add gfo unless we know the po4. Can you cross correlate po4 with another kit?
Adjust your skimmer to skim wet if possible.
Be diligent with the weekly 15 20% water change for a month or so, then you can do it bi weekly or 10 15% weekly.
Clean sand when you do wc if possible.
