It's either cyano or spirulina. Get a piece of the mat and put in some tank water with 2-3 cc H2O2 and see what it looks like in a few hours. If it balls up and the water turns pink it's cyano, if not likely spirulina.

Seaweed and dru food are rich with po4. More reason for me to ask about your test kits.
Add a high quality carbon. Best if in reactor(yeah, shot in the dark)
