Is this definite bullying?

Anthias, Hippo, and Flame Hawk. I've never seen the Anthias bullied, but this couldn't be anything else, or could it?
And if it is bullying, and I take it out and sump it, what are the chances it will jump?

Could be or it could be a bacterial infection I would say. Not my expertise though

Could be bullying. My flame hawk bullied two of my wrasse before and even bit the eye of one of them when the wrasse got close to it. It could also be bacterial infection based on what the fins look like they are rotting.
 
Hm. I'm wondering if both maybe had an infection? We lost another Anthias 2 weeks ago that I just assumed was being bullied by the larger trying to establish dominance. Where would they have picked it up?
They weren't anywhere near the Flame Hawk's territory, I saw them get close to each other and neither batted an eye... Not that it's not possible.
