Is this diatom?

Is this normal? During the daytime when the sun is out it is not shining directly on my tank but the tank is so cloudy I cannot see the back. This is right after the sun goes down and in about one hour to two hours of the tank will be completely clear other than the brown stuff on the sand and rock

Yes looks like diatoms on that new rockwork.
Cloudyness maybe a bacterial bloom.

Is that normal for cycling a tank?

Yes it's normal. Just stay the course. Looks great.
