Looks like diatoms to me. If it gets long and stringy then that would be dinoflagellates.

Diatoms like silicate. How old is the tank??

David,
At night time do they fade away and when the lights come back on the next day do they come back stronger as the day goes along?
 
From the video it's hard to tell. Maybe some cyano in it???????????
