Is this diatoms or dinos?

Already have this for a few weeks but was not growing in size so my best guess was diatoms. But since a few days it's starts growing a bit faster.
It's stringy like brown algae which piles up sand and got a stringy substance at the top. Tried catching some of it to put it under a microscope but it does not want to attach itself to a brush like it did before when I tested for dinos or cyano. Although I did see some triangle shaped items under the microscope but not the obvious swimming dinos.
Also this picture is IN THE MORNING when the lights are just started. So it seems it does not pop up after lights where off, so this also let me think that it isn't dinos.
Does not look like cyano either. (Not purple, not slimy like cyano is mostly of the time)

Tank: Zeovit. Low NO3 and low PO4. Dosing Zeovit Start 3 (carbon) since a week or 2.

While I'm not sure what this is, I have a UV light which I could setup for a while. Maybe I should combine that with a 2 days blackout so starts floating freely and can go through the sterilizer?
 
I dont see dinos, look for bubbles on top of the mass that indicates dinos. You can keep running UV and blow off the sandbed and rocks, it iwll go away.
