I thought this was Dino but the treatment didn't work, wanna make sure if this is Dino.

Of course no3 and po4 is going to be low. When we see zero readings, automatically we assume this is the cause but by the time you see zero numbers, its because the dino has consumed the po4 and no3 and are multiplying and in turn many dose no3 and po4 to bring numbers up not realizing they are feeding these flagellates even more.
I would not be concerned with increasing until you have gotten rid of the cells
 
its dirty all day and night. i stirred the sand during night time and saw that it started to clump up with no light.
I have a ULNS tank that gets Dino’s once a year or so. Bacteria additives have never fixed this for me. Depending on if they go into water, Uv or DinoX clears them for me in 2-3 days. Since yours are not going into the water I would suggest getting your nitrate to 5+ppm and running a dinox cycle.

i wont be using dinox i saw some reviews that claimed it can kill corals.

Don’t dose “a lot”. Dose enough that it should add 2-3ppm. Dose, wait a bit, test, dose. Getting nitrate off 0 and adding some granular carbon will help mitigate damage to corals.

I’ve seen reviews of water killing coral. If I’m doubt as with most things microdose to start. Dinos if unchecked will kill coral for sure.

i tried dosing the recommended volume for like a week and saw no reading. ill probably have to dose more than recommended volume to see an outcome.
 
I'm not saying it's a guaranteed win. But I just beat dinos extremely quickly dosing the DIY coral snow with microbacter7 after dusting dinos off of rocks with a turkey baster.

Killed it fast. But unless you fix underlying issues they will just come back.
