Is this Dinos? Need Id

Need help to I'd what type of algae this is, or if it's Dinos. Been watching it for about a week, haven't seen it spread at all until I was doing my weekly water change. I had attempted to suck some of it up but after 2 days it has come back bigger. Haven't seen it spread to other parts of the tank and nitrates are at 5.

Will this effect my frogspawn in any way?

Cyanobacteria. Use turkey baseter and blow away. Possible low flow area but the only reason for it.
