Is this dropsy?

Recently bought anthias that end up died.. notice it has an bluered eye n scale like facing out of its body.. ( suspecting dropsy)
Now my tang looks like infected from it ,
From the picture one of his eye blurred and got like an scale peeling off.. what am i suppose to do?
