Is this enough Rock for filter on this size tank

I would say probably not,

That said its about quality vs quantity. Rock with lots of growth from established systems trumps a bunch of low quality live rock.

Since that rock appears dry, I would say it should have nearly zero filtering capability until fully seeded with live rock for several months.

I tell people to spend the money on skimmers and buy rock from experienced hobbyists to save money on rock

Yeah it'll take a bit to seed the dead rock

Pre mixing before adding is always best.

Nothing good happens fast in this hobby. Dr tims however helps with cycling and adding live rock quickly and lots will also help

Mix the salt in the tank. You don't have to worry about killing anything. When you do a water change you should mix the water in a separate container. It doesn't matter when you first fill the tank.

It causes issues for reading salt levels properly when doing this in the case of poor circulation that is often seen in tanks started by those new to the hobby because they have few if any wave makers.

Moreover it's just not a good practice to get used to, IMO.
