Is this enough surface agitation for fish and LPS?

Are you experiencing any issues that would lead you to believe otherwise? It looks a bit on the lower side but really only by observing your tank and measuring your water parameters can you determine whether this is effective enough.

I don't see any powerheads in there- are you planning on adding more flow than just your return nozzle? If so, they will contribute to the agitation as well.

For reference, the main reason for- and benefit from surface agitation is exchange of gases between the water and the atmosphere. It allows oxygen to enter the water while facilitating the removal of carbon dioxide and other gases produced by corals, fish, and other organisms in the tank. This is crucial for maintaining proper oxygen levels for the health of the aquarium's inhabitants - and keeping up that pH.

Theres a reefwave 45 but its almost out of the water yet it just makes flow straight down but doesnt agitate the water any help?

Place it horizontally in stead of vertical! Voila! Then fwd/backwards becomes up/down!
