Is this epoxy safe to use?

I have this at home. Was wondering if it is safe to use under a frag plug... It's not the normal putty kind of epoxy, more like the two part liquid that you gotta mix in a small container beforehand, but this version comes with a mixing tube where the action of pumping the liquid through the applicator mixes the two liquids sufficiently. Was thinking of just immersing the whole thing underwater and inject some into place under the frag plug.
It's also fast, setting in 1 minute.

No. You do not want to use that underwater. Use can use a two part epoxy putty. But I would just use Super Glue Gel. You could apply underwater, but it may ruin the rest of the tube. Fortunately they are cheap. Harbor Freight or Dollar Store.
