Is this fish safe?

Hey guys,
I am eel proofing my 30g right now for a golden dwarf moray and the last thing I need to prevent him from getting through when he arrives is the overflow. I purchased this gutter guard at Home Depot and am wondering if it and the paint is fish safe. I am looking to use the small mesh in front of the guard which is seemingly made out of the same material.

Meaning cleaning. That works, just wanted to make sure
 
So I should not epoxy it down then I'm assuming. That was my original plan
 
Not sure, I'm wanting to put it directly behind the overflow so it isn't seen when viewing into the tank. It has an all in one built in like a bio cube, I have a mini slimmer attatched very close to the teeth
