Is this flatworm?

I just bought some frogspawn from my lfs and on it I see these growths that look like scales, they inflate and deflate randomly. Is it possibly flatworm? Sorry about bad pics

It looks like it could be. A nice easy way to rid most corals (especially small frags like that) of flatworms is a 10-15 second dip and swish in a bowl of temperature matched ro/di water. The change in osmotic pressre between the salt water they are from and the ro/di will cause the FW's to fall off and die in short order.

This is what came off my fairly large elegance coral after a 15 second dip n swish

Are they a huge issue or just get to them when I get to them.
 
I do not know what it is, but it does look like it is not part of the coral and is crusted on top of the coral. If it is on a frag and easily removed I would do a coral dip first. It will at least not hurt the coral. The freshwater dip for a coral is an interesting idea, I would not have thought the coral would be able to tolerate it. Also, if the coral compensates by retracting and putting up a mucous barrier it will likely protect whatever is on it's flesh as it protects the flesh. I will be curious to see if anyone recognizes that and can ID it. For what it is worth, in the pictures it does not look organized enough to be a worm to me but I have little experience with coral parasites. Worms generally have bilateral symmetry and distinct body shapes. That seems more like a plaque.
