hard to say really. it does look a little brown which isn't unusual but unless its peeling flesh away (RTN) inside of 24 hours from the point you received it i wouldn't call it a DOA. if you had a photo of what you were supposed to receive from the website it would certainly help.
how old is the system? i've learned not to add sps to a tank under 18 months old anymore. it becomes considerably easier when things are stable.

system is a few months old but i used rock from my previous tank which is almost a year old. i put some “tester” sps in there and they been holding up since i put them in which has been a few weeks now

No definitely not. It looks like it has PE and some color. As long as your system is healthy and does well with sps, it should color up in a few weeks. Ive received almost completely bleached frags and they came back and exploded with growth in no time. That’s what I think, good luck.
